A coalition of environmental groups was ready to stop it by engaging in nonviolent civil disobedience to stop that decision. They declared a moratorium. There are still lawsuits pending to try to overturn their decision to continue their moratorium on fracking in the Delaware River Basin but allowing the disposal of fracking waste in the area.
